The Lebanon City Council Monday night agreed to refund the building permit fees for the COPE shelter building project.
COPE recently held a ground breaking for the project, which will include a warehouse for the organization’s donations, resource center, meeting rooms, and a high-end thrift store with a drive-through coffee shop.
